That was a quote from the Dr. Nagao on the video, to me the quote answers your question if you were asking him what he meant. Just read it again.
"If their PCR test is positive, here's some Ivermectin! We give a dose to everyone who wants it."
I will also quote

I could have written than name and title for ANY doctor at any clinic in the United States making a claim, what you have quoted about this doctor does not make him the national authority nor any doctor of renown, his clinic is a small, and nationally the MHW has not allowed Ivermectin for prevention of COVID. Got it?

I know what he said. However, he has been judged as a crackpot. So if I air a video of that female black doctor in Texas in the strip mall, pushing the demon sperm theory whom Trump was supporting at one time, does that represent the totality of the American medical profession? Nonsense. The guy does not speak for what is the common practice here in Japan.
Ask any physician or the MINISTRY OF HEALTH AND WELFARE ITSELF.You must reexamine your news sources. How bout this for starters. Just Google "Ivermectin, Japan and Fake News". You will get plenty of articles, facts, links, government statements debunking this nonsense.

You seem to be refuting things I never said or quoted, such as that nationally the MHW has allowed Ivermectin for the prevention of COVID. Nobody has said that in this thread that I know of. Dr. Nagao has asked them to study it.
I don't care if Dr. Nagao's clinic is small or big, you seem to be concentrating more on denigrating the doctor than refuting what he says. What would be the correct size clinic to get your attention? And why do clinic sizes need your approval? That's just kind of weird.
Here are some more doctors and studies for you to belittle, though. Get back to me with a report of how big or small their laboratories are.

I can only speak from what I KNOW firsthand.
I live in a county at the intersection of the biblebelt, cornbelt, and rustbelt.
Its vaccination rate is roughly 10 per cent below the national average.
Our county health department publishes Covid data weekly.
The data this week shows Covid hospitalization dropped by over 15 per cent.
The number is not a big number to start with.
Covid deaths have increased nationally year over year while deaths in this county have dropped nearly a third with a week left in the year.
Those are incontrovertible facts not the drivel you posted and sourced by AP out of Detroit.
