In this instance, it sounds like the customer was wrong.
If you have currency that is noticably marked up or defaced,
it has then lost it’s trading value.

This has nothing to do with Trump per se.
The paper is marked up.
The cashier suggested several options for the customer.
The options were rejected.
The customer was wrong.

Learn:

An FRN is acceptable for redistribution if it meets the following criteria:

- Is genuine, not a counterfeit note;
- Is a series-design approved for recirculation (old series-design notes are considered unfit after a
certain period of time in circulation);
- Is free from excessive holes, tears, tape or missing or folded note portions and has acceptable
area dimensions;
- Has uniform brightness and is free from excessive soiling;
- Is free from excessive print wear, particularly in the portrait area;
- Is free from excessive graffiti.

All of the fitness measurements are evaluated against fit/unfit parameters individually. An FRN must fail at least one fitness measurement to be considered unfit. Conversely, if an FRN marginally passes multiple fitness measurements the FRN is still considered fit.

so...if I get a $20 bill from an ATM with writing on it, I need to argue with the bank to replace it?

Thinking the custoer was right. This stuff happens all the time & the money is accepted unless the cashier is as hard-nosed ignorant as this fellow.

Every 100.00 bill that I had/have are marked with a black ink going down across the face. I think to let the next receiver know it has been verified as legal.

Bills with various things written on them are passed to me all the time and I pass them along, there is no lost value as long as it is recognizable as US currency.

Back in the 1990's, I wrote "Happy Birthday" on a $1000 bill I gave to her while we were in Las Vegas, and the bill was accepted at a table at the Bellagio...
