The way around this problem is to announce “finders keepers”.
That is, if someone polices up those bricks, unless there is an owner to assert ownership, they should be able to keep them. Contractors who regularly buy bricks should see them as a discount on future projects.
I need bricks, wanna make some nice raised garden beds. So I just check some alleys and help myself?
Someone in the construction business should go around collecting up all of these abandoned pallets of bricks as a community service. They’re worth at least a couple of hundred dollars apiece.
Have someone knock on the door of all businesses connected to the alley. If no one claims them, load them up and take them to the next job site
