I didn’t encounter it personally until that one time. As I’m sure you know, countless people have Paypal horror stories. Paypal will get around to you though.
However, I think you can get a PP cash (debit) card and not link it to any other card or account, but just draw from the funds you add to your wallet.
I’m curious. What are the new terms you disagree with?
(And yes, I think all Big Tech is evil at this point.)

Because if only using a a PP cash (debit) card then you have no no annual or monthly or inactivity or overdraft or negative balance or replacement fees (and no fees for direct deposit to your PayPal balance or using it to pay in stores or online). And by not linking it to any other card or account, but just drawing from the funds you added to your wallet, then if stolen you would only lose the money in you balance. (PP says it will only authorize purchases when you have sufficient funds in your PP wallet, unless if linked to a bank balance or other card). However, if stolen or scammed do not expect the kind of protection and service CC services usually seem to provide.
I myself have tried some CC applications (like the $200 Amazon Gift Card) but am rejected from getting a credit card since (at 69 years old) despite all bills being paid for decades, by the grace of God, I have no credit history (online shopping nor utility bills do not count). I am sure there is a way to build credit, but I have not needed any credit card, thank God.
Fine, but I’ll stick with my credit cards. I’ve never had a debit card and do not want one.
No argument from me. I was just providing options, and thank God we have them (still) and funds!
