It would be probably more effective and less costly to just pass a law outlawing homelessness and have the FBI and DOJ enforce it. /s/s/
Once they have housing, they are no longer homeless, yet will still be labeled homeless.
Homelessness is not a housing problem, it’s a substance abuse problem.

The turds only go downhill, the floors need to be cut and repaired for the waste lines... The mains exiting the building may be insufficient...
HVAC? every room will need supply and returns...and temp controlled... ~6 Air Changes per Hour for covid and more for smokers...miles of new ducts, the reason schools and hotels tend to long and narrow.
Electric? a few outlets and extension cords will not fly.
Use a relatively inexpensive lay-in ceiling? The residents can visit/attack the neighbors at any time...
The best for last, most public housing requires the use of welfare recipients to work on the project ~20%?.
Add a psychiatrist and they’re back to where they were before the “homeless problem” - mental institutions which should never have been closed.
Jobs where no one would enter.
unless they’re planning on people pitching tents, obtaining lights from flashlights, heating with portable propane tanks or wood fires and installing hundreds of portapotties, it’d be cheaper just to tear down the big box store shell and start over ... of course, at that point, you’re just gonna end up building cheap-ass apartments that cost a fortune to build due to building codes and utility connection fees and taxes ...
