In 73-4 I could not believe my platoon leaders never taught squad and platoon tactics. Frankly, my Montagnards in Vietnam 68-69 were much better then those US troops in 73-74. I had a company full of screw ups. The troops invading Iraq were not trained properly.

Zumwalt was solvign a different problem - transitioning from the old battle ship Navy where sailors didn't do much unless they were there to provide manpower to move bullets and powder into battle into a modern technology based Navy where sailors had unique technical skills not possessed by their superiors in the chain of command.
The old Navy died hard - and it needed to go. I am not saying everything that came in after was great.
The just the Navy... the Air Force is single-minded in its pursuit of fabulousness.
America is going to finish 2nd in the next war.
It is a response from the very top that inspires these career officers. They know that if they want to be promoted, they had better damn well get with the program (submit) which is now wokeness (anti-white) and have their efforts documented. Military preparedness is certainly not one of the career enhancement efforts to highlight on a resume, which would reveal one to be a white supremacist (perpetuating and protecting a racist nation.) The Biden administration wants all fellating officers and soldiers all the time.
This is what the left does, waste time, money, resources, emotions and brain power on distractions.
