Propaganda. They are hoping their threats will make the west, japan, and Korea to withdraw support from Taiwan, and then a friendless Taiwan would give up peacefully.

Taking out a carrier is an act of war.

War with the west would destroy their economy.

And Taiwan could take out a few dams with their missiles too...and there are several instances in Chinese history where this was done.
