Nor explicitly allows Congress to do that. And within the context of how the Constitution was written, where every word and punctuation was haggled over, this was obviously not a power contained in the “penumbra” of granted Congressional powers.
That’s why we have the SenateWhich is why they want to turn the Senate into the House.
(Most)Republicans have rubber knives.
They would have to amend the Constitution. Then, they would have to apply for statehood like Alaska and Hawaii did, seeking approval by a majority of states.
