Osprey in rural WV

They were probably on a cross country flight and stopped in to refuel. I'm a former Marine aviator and when we went on the road we'd carry a government credit card to pay for fuel. Many out of the way airfields have government contract fuel, meaning they've negotiated a contract price with the government to fuel military aircraft. Many times these small FBO's (fixed base operations) would treat you well by feeding you lunch or giving you a loaner car to go out in town while the aircraft was being fueled. Some of these fields get a reputation for being a good place to stop because they're nice to you. New Iberia LA is one, the FBO there has a Cajun lady that sets up a catering spread. Every day they have different Cajun food and it's delicious, they got an incredible amount of business from passing military aircraft just because of the great food. While they're fueling you go inside and eat Shrimp Creole or Crawfish Etouffee then have ice cream for dessert.

A quick internet search of Boggs Field shows they have Jet-A fuel which is what an MV-22 uses. Stopping at an out of the way field lets the flight crew see something different than the big military bases they're used to.
