In the 5 years before I bailed out of the state, it was becoming almost routine to find pit bulls in nearly every neighborhood. There are many cases of them attacking walkers, joggers, other dogs on leases, utility people.
My guess is that the dog attacked him.

Mental institutions? We don’t have them anymore. The mentally disabled can’t go there. They live in tents now.

I have been to Upland...It is not as bad as some of other cities in San Bernardino County...I think Ontario, Rialto, and Fontana are worse...
By the way, it is not hard to get to San Dimas from Upland...Just take 210 freeway...
