The future of cruising, if there is one, hinges on the efficacy of the vaccine. Another factor is political. The pols are intoxicated with the power the virus has given them. Most of the people with the go/no go power are leftist jerks who hate the very idea of cruise ships.

Every cruse ship build in the last 50 years is now functionally obsolete. Even prior to this Wuhan-SARS pandemic, the simple Norovirus was regularly creating plague ships as the entire crew and passengers succumbed to terrible gut pain and explosive vomiting and diarrhea. Although the business model was extraordinarily profitable for many decades, times have changed and they need to fully redesign their mode of operation to remain financially viable.
Tens of Thousands of sailings every year with millions of passengers, how many resulted in what you described? They take many precautions that no one even knows about.
