This is true of just about everywhere, not just SoCal. Blacks are acutely aware of it and resent it. Unfortunately, they believe that the reason for this has to be ‘someone else’s fault’. Of course they are encouraged to think so.

They are sure that newcomers have access to government money and grants. It is one (of several) reason why immigrants’ shops are often the first targets when the ‘mostly peaceful’ demonstrations occur.

Now a logical person might point out that maybe, just maybe the reason why American-born blacks tend to find themselves on the bottom rung of the success ladder might have something to do with their culture, behavior, attitude towards hard work and education, but that is not part of the ‘discussion on race’ that they want to have.
