If you can, in addition to email or phone, please send in a typed snail mail. The latter is definitely the most effective.
This page includes both state representatives and senators. Party ID not listed so please find that info and post here.
Snail mail addys not there but if you live in their district, just a small bit of research will find it. Again, I cannot stress enough the importance of sending a snail mail if you live in their districts. I guarantee they will pay attention to well typed letters.
I recommend you write with urgency but politely in your own words. Here is an example of a proper business letter format that I use with the only difference is that I put the date at the top center of the letters. After you write "Sincerely Yours," allow five spaces and then type in your name and sign. Also under your name, put your phone number and email addy.

If you live outside the legislative districts or even outside their states, you can still phone or email them. However, if you actually LIVE in their districts, please also send them a snail mail. I know from personal experience that snail mail, when properly written, is GOLD. They will absolutely take notice of that. Remember, you have both a state senator and a state representative so please write TWO snail mails.
Oh, and if you live in those districts, please also advise your friends to do the same and send the legislators snail mails. I have the proper format above.
Snail Mail is GOLD! Snail Mail is GOLD! I can’t emphasize that enough. The fact that snail mail isn’t used that much nowadays has added to its value in terms of attracting attention. So if you live in the legislative districts send TWO snail mails. One to your state representative and one to your state senator.

Yes they can, but they will be advised their address and residence is not within the district of the state legislator they are contacting and their message will not be communicated. I've tried this before within my own state and that has been the result. It all hinges on the sender's address and state senate or state house district assignment. If you are not a resident of one of the districts within the state you have targeted, your message will not be accepted.
Which is why I recommend email or phone calls if you are not in their districts. For those living IN the districts I highly recommend snail mail. Again, and I can’t emphasize this enough, SNAIL MAIL IS GOLD.

They will DO it if YOU contact them. If you live in their districts, SNAIL MAIL is best. If you live outside their districts or even states, then send them an email. When you have done one of these, check back and let us know YOU did your part.
Hopefully he and the rest of the NC legislature will get off their culos and stop the upcoming crap.
Great! I also highly recommend SNAIL MAIL and send to both your legislators. Yeah, I know it is a bit of more work than email but weigh that against the future of this Republic and it is well worth the extra effort.
