Starting with the H1b program and the Immigration Act of 1990, the US elite has intentionally been replacing American scientists with scholars from the developing world, especially China. At some point, the amended Immigration Acts put no limits on the importation of academics.

The US oligarchy has wanted this replacement, and the consequences should not be surprising.
