I think because he’d have been under oath. A person has to think twice about whether lying, and a perjury indictment, is worth the risk. If his stories were true, he would have testified.
Being under oath means nothing to them. Hell, I see it as a moral and constitutional obligation to lie to congress. Anything that prevents or makes it more difficult for them to ruin this country is good.
