Crack under a bridge. Figures. It’s Florida. There’s crack everywhere in that state.
It appears to be segmental construction from the photos. If that is the case, rusted rebars are uhlikely to be the culprit. Not knowing anything more, I suspect failure in the post tensioning system, either in the tendons or the supports. Or could be a foundation issue.
If it really is segmental construction as it appears to be, it could very well be.
Or an Affirmative Action hire.

I live about 40 miles from this bridge and have driven over it many times. It looks like such a nice bridge.
When I lived in Burlington Washington a few years ago the bridge there collapsed but it was an old one. So they had to fix it very quickly because it is the only north-south freeway in Washington state.
Hopefully this one can be fixed its just quickly

If numerous, the firm’s registration with Florida’s professional engineering board needs to be reviewed, as well as the licenses of some of the engineers there. That especially applies to the PEs in principal and managerial capacity. In civil engineering, any design on a public project needs to have a PE seal and the firm’s registration number.
