The Founding Fathers went through a LOT worse than an arrest, a citation or a fine. Yet they kept fighting. Britain/England threw literally everything they had at them — and for that period of history, their military might was immense and their technology was state-of-the-art. There was no POSSIBLE way the Founding Fathers could have won against such an awe-inspiring opponent.
Yet they DID win. Their will was stronger, their determination greater, their balls enormous, and God Almighty had plans of His own for the men and the land, which did NOT include the British.

Drones. Sensors. Phone to phone, or back doors, or opt-ins.
BLE is short distance, but nothing stops it from working outside as well.

You are obviously shooting from the hip and have not reviewed the basis for the 6-foot rule and the Wearing of masks.

Spitting out keywords does not an explanation make.
Sorry, extraordinarily sensitive sensors on drones and
elsewhere, can be used to detect and classify direction,
type, frequency, duration, strength, etc. of a wide range
of electromagnetic signals.
You can buy a relatively cheap meter from Amazon that will
detecct such things and even identify cell towers, wifi routers
and hot spots, microwave ovens, plus cell and wifi signals
from phones and more.
WIFI sources can already provide a means for tracking to
within inches. Check how the MTA is tracking trains with
a company called Piper.
I mentioned a trio of drones, because triangulation is
used to deduce specific locations, mostly by comparing
signal strengths/directions from multiple detectors.
Same can be done with BLE, once you get close enough to
detect it. Plenty such tech exists, awaiting only our
consent for its widespread use against us.
