The age of consent in Mexico is 17, though I doubt it is consistently enforced.
The lowest age of consent I found was the Philippines at 12 y/o.

There are other sources that indicate that the Federal statute says it!s 12, but it’s conditional and varies by state.

Either way laws mean little in Mexico.
A lot of countries were pressured through the UN and the WHO to raise their ages of consent when 12 was the average age for most of the undeveloped world.
Some countries did set an age of 16-17 but let provinces set their own ages according to local customs/religion. Mexico might be one of them.
