There are lesser steps than shutdowns. Just implementing testing, which most hospitals can do, would have helped.
And all Governors have that authority.
There are also limited shutdowns, preparations, etc, that Governors can do.
A good Governor would have taken steps mid-January.
If it was today, they are heading to port and across the Pacific. A data point to file.
Proactive is not our motto. Hey, but we are really good at reacting late! When seconds count, we’ll be their in a few minutes. Ugh.
