Sounds far more like robbery, not just a larceny. Any use of force, threat, or intimidation to commit a larceny is a robbery. Wrestling a piece of property away from someone without legal cause is a strong armed robbery. “Appropriate action” here is a felony conviction and prison time.

Charge, try, and convict Kato of assault and battery of a child and theft. Kato also needs to go on a child sexual predator list. Get a court injunction banning him from approaching within 200 feet of underage female students.
Kato’s pain should last for decades.
