I think the main reason, for the hour TAT, is an attempt to mitigate/even out the effects of any tail/head winds.

Why not just pull the wings off an F-15 and run that???

Among many issues, the low intakes would suck up sand, very bad.

Yes, you could add a couple of snorkels... like cutting the legs on a table.
