If young men can emphasize their butts, wearing pants with their waist wrapped more than halfway down their backside, showing their underwear covered butts - usually underwear covered - then the morals about topless women have already been junked, so there is no fight against left.

Personally, I think MOST women seldom WANT to go topless, and won’t. Yes, there will always be the “nude beach” crowd, but I think they will always be a minority, and everyone thinking otherwise will be by choice, not the law.
