Just convergence of thought. In 1942, at that same time that Albert Speer was arguing that Germany had to disperse ball bearing manufacturing, Bomber Harris was arguing against targeting ball bearing manufacturing because the Germans must certainly have dispersed the industry by that time.
Unfortunately, Speer won the argument, and Harris lost. The ball bearing industry was dispersed before German industry was crippled, but the initial raids were effective.
BTW, Speer felt that a few more raids on the synthetic oil industry would have crippled Germany. Synthetic oil manufacturing is impossible to disperse and easy to attack from the air.
