Apparently the #1 priority is to make sure it’s a woman who goes to the moon instead of a man. Perhaps that is the real reason for the resignation, the guy realized he’d have to deal with years of progressive stack nonsense and decided to save his brain.
Their are 3 locations with fully staged SaturnV laying on their sides. Put them together, slap some engines, beef up a lunar module and a beefed up command module and a lunar module and go. 1 year tops!
We need the Mexican border mission first. The moon can wait.

#42 Cannot do so as there are bird nests there and rare insects and so forth. Cannot disturb their rare habitat.
We might have the heavy-lift rocket, but is it “man-rated”. We have the crew capsule, but I’m not sure if that is yet “man-rated”. Then, of course, you’d need to design, test & build a series of lunar landers. Yeah, that schedule is a bit tight. But you need a goal.
