The ghost cities puzzle even the Chinese. Some believe they are going to reduce population in their over-crowded cities, moving large numbers to freshly build manufacturing towns. Others speculate that people will be resettled when rivers are flooded behind dams. My wife, from Shanghai, thinks they were overly optimistic and over built new manufacturing centers.

Those who know what those places are for are not talking. I suspect resettlement following a nuclear war with the West.
