Loss of propulsion and steerage in heavy seas is bad
I dont think there is a drogue large enough to keep a cruise ship steady into the seas and she could go a beam which is not good in very large seas
Jones Act applies to vessels traveling from a U.S. port directly to another to U.S. port. This is why cruise ships that visit U.S. ports make subsequent stops in Canada, Mexico or Caribbean islands, thus avoiding Jones Act requirements and expenses. The Jones act is why intrastate commercial transportation is mostly by road and rail in the U.S.
The Jones Act also applies to any US flagged vessel. That is why all cruise ships fly countries of convenience flags. If you fly a US flag, you have to abide by US law.
The Jones Act also affects over the road trucks. A Canadian trucking company can pick up in BC and deliver to Boise, Idaho. However, they can not pick up a load in Boise and deliver it to Spokane or anywhere else in the US. They can only take a load back to Canada. Same with Mexican trucking companies.
I’ve seen the bridges of a few ships and Yes, they do have sophisticated equipment onboard and onshore facilities they rely on to make assessments of weather conditions. In the end, the Cap’n makes the call.
I guess most folks have never sailed in rough seas crashing over the railings. The Pacific is OK, the Atlantic has always been a bit edgier when it comes to sea conditions and sudden changes.
The North Sea is a rough ride and not to be messed with when it is good and worked up.

When I first started Cruising about 50 years ago the cruiseships were much smaller but knew enough to drain the pools and close the shops and make sure nothing would get loose.
I saw film clip of a modern-day cruise ship in rough weather with a full swimming pool on the upper deck, dump out most of the water and have it come down through the Atrium on the ship.. What negligence.
We did plenty of February cruises from NY to the Caribbean and back in those smaller cruiseships.

Do cruise ships even have drogues? A smaller one might help keep a ship stable in some circumstances... but hauling it around might use fuel too? And as far as “go a beam” I’m not sure what that means. Could you explain? Thanks.
Fifty six? That’s a lot more than I thought. I assume our coast guard would have some - and the cruise industry must have back up plans for these kind of possibilities... (I’m impressed with your answer - and what it took to figure that one out)...

Thanks for explaining that... that high center of gravity is kinda creepy... like the thing could tip easily... I like sail boats and speed boats (use to love water skiing as a kid) but I don’t like cruise ships..

I used to sail and trawl the Western Hemisphere
And go fast boat and I owned freighters
I know it sound crazy
We would be out in the open ocean 5-600 miles from shore in an upset ink blue Caribbean Sea at dusk expecting more heavy weather at night as it dragged on
Youd see a big Carnival or Royal Caribbean motor by and from maybe only a hundred yards away watch folks on deck or in their stateroom windows getting ready to go eat or see a show or gamble
Wed be soaking wet and chilled in 70 degree windy weather ....tossed about too much to really eat much

But then when back at shore all that would be the reason I dont cruise
Now those expensive med cruises on those huge sail boat cruise ship going to offbeat places

Ive never done a group tour in my life
I can relate to watching the big cruise ships going by, lit up like Disney World.
But once they lose power, they are floating death traps for thousands trapped in a steel hive.
Good thing someone else had a vacation cruise option in mind for those that prefer small intimate craft and hate crowded buffet lines.
