Thieves are traveling all over the country making fraudulent credit cards. If they have these kind of skills it seems reasonable that they could take lots of blank cards off the shelf carry them home and enter all the numbers into a tracking system. Then scratch off the material that masks the four digit code and replace it with a new coat of material. Then return them to a store and wait for someone to load them. Payday
Because first of all they have to go to the store/company you bought it from. Why not give cash and they can go get whatever they want? My sister gets them all the time from her students and she has so many she doesn’t have enough items to go buy at the selected stores. Thousands of $ just sitting in her wallet.
It is how Walmart makes extra money.

I found out the hard way... I have bought phone cards that were brand new and not scratched yet that had already been used up. but apparently there is a way to do it from just the bar code by scanning it with a smart phone app. Not sure how it works but I got nailed twice and the manager explained they are using this technology somehow. So I pull out a deep stack off the hanger and grab from deeper back rather than the ones in the front.
