They don't bother me. Why should I care if they beg? I don't engage with them or pay them any attention.
If there are already laws that don't allow this activity, why did you propose they be "banned" from busy intersections? Aren't they already banned?
Remember, this lady was NOT stabbed to death by a panhandler. She was stabbed by her husband and step-daughter. Let's ban them okay?
You're problem is that you admit to engaging with them. My advice would be to stop doing that. Just ignore them.

Given the current metrics, that will be a very long, arduous road for them, because they’ve been lead to believe one of two things. 1. That they are somehow destined to be Wards of the State. That for the vast majority of their ethnic group, they cannot exist without public assistance. That they are incapable of self-support. or 2. The the net effect of the more than half century of government coddling and largesse has made them feel that somehow they are “entitled” to have “special treatment” as a consequence of the slavery their ancestors endured. But more likely a combination of both 1 & 2. So much to say, I will believe that progress is being made when you can drive down any city’s Martin Luther King Blvd. and you will not be in a place where you are threatened just by being there.
