I figured that out decades ago: It is inherently inescapable.

The leftist temperament is collectivist, and centralist. They are drawn to urban centers and government employment.

Conservatives desire independence and freedom - the opposite of what motivates an apparatchik.

It is thus intrinsic to the paradigm of bureaucratic hierarchy, and why collectivist public unions metastasize the problem.
