Because he was reminded by Ann Coulter and others that this would be his “read my lips no new taxes” moment. The repubs had no intention of funding the wall either.
It’s do or die for his presidency and our nation(the stakes from the start). He has way too many idiot advisors around him that don’t quite grasp that fact.

Trump went the extra mile on behalf of the out-of-work Federal employees who want their jobs back by respectfully inviting Chuck and Nancy to the White House for negotiations.
Their refusal to even discuss the issue means it will be up to them to initiate further negotiations.
If they refuse to do so, it will then be up to the out-of-work Federal employees who want their jobs back to meet with Nancy and Chuck and make their case for having them reopen the government by agreeing to a $5.7-billion Wall in exchange for ending the shutdown.
If Chuck and Nancy still won’t act, and economic hardships ensue, THEN Trump can declare a state of emergency and keep it up until everyone is fed, the wall gets started, and Chuck and Nancy start acting like responsible human beings.
The GOP is absolutely worthless. What do they do? It is no wonder Pelosi acts like a queen because the GOP is whipped.
He is in a tough spot.
It would be hard, but do NOT open the closed parts of the government, then declare the emergency and order the Pentagon to start building the wall as soon as possible.
However, within a couple of days, some left wing Federal Judge in the 9th Circuit will issue an injunction and it will be stopped and we will be in the Courts for a couple of months.
But, since the 27 Agencies will still be shut down, might give us some leverage.
If he opens the Government and then declares an Emergency, the injunction will surely come and little will be accomplished.

Agreed - if the Repubs stick it to Trump/the People on this one, we have already lost and there’s nothing left to support.
