She should report it to the Federal Election Commission and file a written complaint by registered mail submitting a copy of the ballot envelop with VOID marked through all pages in ink.
A copy of the complaint and registered mail receipt could then be used anywhere to verify the local frauds allowing this to happen.
Here is the response from the Registrar of Voters office:
Thank you for contacting our office. I have researched this record and discovered that due to a clerical error by our staff while processing (daughter’s name) record from DMV she was accidentally sent a ballot. We caught the error on her record on September 21, but the ballot was already sent for printing.
So as of September 21st, (daughter’s name) is still present in our system (part of pre-registration requirements) but is not eligible to vote in the election and the ballot we issued has been cancelled. You can destroy the ballot received.
I apologize for any confusion and concern this may have caused, and if there’s any additional information I could provide to help please feel free to contact me at any time.

Dear Voter,
I take it that your daughter is not 18 yet. Can you please send me your daughters name and address so I can look up on the voter rolls and see what is showing on my end. Also, can you take a picture of your daughters blank ballot. We probably need to do a press release to LA Times who has been covering the DMV problems.

Great - I’m so happy you are following through with this. It must be nerve-wracking to be sure, but it just might help turn this state around.

Ive told this before but for a big midterm election several years ago, Id just been recovering from brain surgery and I wanted to walk with my preschooler the mile to the polling place. It was warmer than I thought, and harder than I thought, but I made it there! Only to have the polling place biddies tell me I had already voted. SAY WHAT??
What a joke that we dont have ID and proper vetting for voters. How come any nightclub has better security?

Maybe this has been posted in this thread, but in case it hasn’t... According to some people, GOPs showing up to vote on Election Day have been told they’ve already voted. Apparently, their identities have been “stolen”, and Rat operatives have voted under their names early. Then the true GOP voter can’t vote. We try to vote on the first or second day of early voting so our names already have been put on the record.
Every time I go to my polling place I worry about that.

So I am keeping this ballot for a while so I can see if it gets duplicated and used.
I just checked to see if it had been received and no, it hasn’t.
Seems like there should be something indicating that my daughter is no longer on the voter roll-which is what I was told-instead of just that the ballot has not been received.
I’m going to keep it for a while after election day and see if she turns out to be some kind of ghost voter.
If I find out her ballot was received then it will be all kinds of fraud because the one I kept was not filled out or mailed.
That would mean they would have had to leave her on the roll and do some kind of duplicate vote-provisional?-in her name.
Maybe I’m being paranoid but I wouldn’t put anything past the rats.
