I believe this decision was based on a 1955 treaty with Iran and the administration promptly terminated that treaty in response. Decision is no longer of legal significance.

With that being said, it is always a good idea to offer help in an emergency (hearts and minds), but I believe that Iran has refused any help after all of their many earthquakes after 1979.
