I saw the same thing when I was slightly behind and on the left of a cement truck. He lost a complete rear wheel, and it went off to the left side, bouncing over a chain link fence at a school, and landing on top of a parked car.
I saw the truck driver watching what was happening in his side mirror as the tire rolled at about 40mph as it traveled and hit the parked car.
I dropped behind him, got his license number, and called 911 to tell tell them what happened. And to give the dispatcher the trucks license number.
Great question. My first thought also. A psychic lives next door?
I was behind a Mustang once long ago when it lost its left front wheel. It flew up in the air and came down about 10 feet to my left. I have no idea where it went from there, but I was driving a convertible, so that could have killed me.
A couple of times I have had a wheel start to come off, both times that happened soon after some moron grease monkey worked on my car. Any time someone has a wheel off, I retorque the lug bolts/nuts to be sure.

I had a heck of a time getting my pickup truck tires off once - they obviously tightened them with an air wrench at x,xxx ft-lbs instead of 120 ft-lb. I’m glad that I was home and had the tools to get them off - finally!! I try to remember to check the cars when they come back from the shop - but not always.
Be a drag to be out on the road and not be able to change a flat. Worse to lose the entire wheel. I guess I’ll have to try harder to check that stuff.
I bought a used car once, and went to change the oil and found someone had used an air wrench on the drain plug. Had to replace the pan.
I never rely on the cheap wimpy tools that come with a car. I always carry a serious breaker bar and a proper 6-point socket with me. I have had to stand on the end of the bar on occasion.
