Just a Tesla battery shorting out.
It’s a time lapse photograph. So there is no “fire” shooting out the back of it, that is just the time lapse of the helicopter’s lights, just like when you do a time lapse of a freeway and all the car’s headlights look like long lines of light.
And the object on top?

I believe it was a rogue missile.....because:
It was clearly a missile.
Nobody would plan or authorize a peacetime launch from that position.
Why would a weather station take a time lapse photo? Ive seen plenty of speeded up video from weather cameras, but cant figure out the purpose of a time lapse weather photo.
Somebody has to account for the cost of that missile and the conditions of its launch. You can’t hide something that big.
But I'm fairly certain they are real.....
It’s likely an interceptor. Very high altitude judging by how long the engine fired. Target was probably orbital.
It’s all a guess, but this indicates there is a low intensity war on. They don’t test out of Whidbey. I live right next door. They fly jammers out of there primarily, ECW stuff. Bremerton has the sub base with the reinforced pens.
I’m a little surprised this was launched off of Whidbey Island and NOT of a ship somewhere near Bremerton.
Partial exposure of the helicopter it would seem. Notice the circular shape right in the middle, right where helicopter blades would connect to the rotor?
The camera operator says he only runs it on nights where there could be severe weather. I would guess he has it set on that long exposure so he can get cool shots of multiple lightning strikes or something.
Long exposure of a moving object with lights. Pretty simple actually.

Dollar wise ? Something like a Missle is pocket change in the big "purse" of Our .gov. Think about it: U2/SR-71/Area 51 just to name a few big buck programs.
