They might mean bigger than that - here in the USA they’ll often have a jumbotron near the arena for people who can’t afford or get tickets to the game.
It was quite a street party in Nashville for the Stanley Cup Finals last year...

Perhaps - it is sage advise for folks evacuating a building for any reason to not gather in a set place, but to exit and scatter in order to prevent becoming a massed up easy target...taking away such opportunities may make the terrorists feel like they are winning something but it does reduce their potential impact.
