The moon base will pay for itself if it is built to produce or process something for the overall human economic system, for the market (that includes national defense), and at either a competitive cost, or can only be produced or processed on the Moon.
I don't think that includes the construction of bedroom communities, unless there are health advantages for older people (getting rid of back pain or joint pain, for example; good sinuses) or if the cost of travel makes an off-world wide-open and relaxed pleasure destination (gambling and whatever else) for vacation travel financially viable.
