As I understand it, three things would have to happen to create this new state.

1. Congress in Washington would have to approve it.
2. The legislature in Sacramento would have to agree to let this area go.
3. The people in the affected area would have to approve it.

West Virginia broke off from Virginia, but that happened because of the civil war.

Maine was originally a part of Massachusetts. But then they went through the process to create a separate state.

Any other examples of states changing borders, or a new state coming from an existing state?

Any any happen since the 19th century?

Several states then need to be broken up, so that we have an equal, divisible number of Reps and Senators. I don't like the idea of having an odd number of states.

In addition to CA, Upstate NY, Downstate IL, and maybe Upper Michigan should be their own states too.

Rut roh shaggy! It will never work because "New California" controls the southern border thus preventing "new voter constituents" from getting their piece of the welfare sanctuary state of California.

Many states could be divided, based on states having distinct regions.

For example, I’ve heard that the northern part of Florida is very different from South Florida around Miami.

The mass of Pennsylvania between Philadelphia and Pittsburgh is very different from those two major cities.

The Denver area is different from most of Colorado.

I’ve heard Dallas has become quite liberal, and out of step with many other parts of Texas.

I heard that there was a movement, to try to separate out western Maryland from the rest of the state. I’ve heard that part of Maryland is much more like neighboring West Virginia, than the rest of the state of Maryland.

Odds of any such state splits happening are remote.

State of Jefferson movement also included Southern Oregon.
