I'll take a guess off the top of my dome. It was probably a common saying back in the pointy hat/musket days when they had to use their own gunpowder in their firearms? They would need dry powder.

Comes from the days of muzzle loading firearms when bullet patch and powder were carried separately. Wet powder = no BANG, making shooting in the rain difficult.
