If the names show up as connected to American citizens, they are not subject to this EO, which covers foreign nationals. Americans involved would receive full due process, and be prosecuted by the DOJ normally, not at the determination of the Treasury Secretary.
This may be a Trump card played against Russia, threatening to strip them of American uranium control on the basis that they acquired it illicitly. Dittos with Trump’s natural resources EO from the day before this one.
