Give them a chance to test their sincerity while in prison. Send them to Siberia for the last year of their sentence where they work every day developing the land for the Russians. Better than having the Chinese do it. When they return they’ll know what work is.

Certain types of jobs do not allow employment with felony convictions. Security, some healthcare, teaching etc.

...and most large companies and franchises. Even construction companies.
