Anyway, I grew up in Boston and remember well the misery of on-street parking in wintertime. We would use trash barrels filled with sand or ice - not lawn chairs. The lawn chairs would get stolen! Even worse then protecting your spot in my opinion is the winter ritual of scraping ice off your windshield and getting the car warmed up on freezing cold mornings.
About 25 years ago, I bought a home with a private driveway and a garage and never looked back. What a difference! Now I let it snow and when my driveway is cleared, I pull out of the garage with a nice clean car.
I moved to San Diego ;)
ONLY the a$$hole that parked in the spot someone else shoveled should have been charged.

If you were to shovel a spot, and some one else parked in it, and you took your shovel and smashed all the windows, be sure to ask for a jury trial.
I would never in a million years vote to convict.
