OK I did a little poking around. Found a few articles about this.
A couple say the weapon was believed to be or alleged to be a machete, a couple of others say a knife. I Can’t be sure so I’ll make no assumptions.

Prosecuting it as a hate crime may not be easy, looking at his membership in a white supremacist group may make it look like one, but that won’t hold up in court.
What does seem a fairly sure thing is it was done intentionally. Not many people chase a pedestrian into oncoming traffic by accident...
What really sucks tough, is this guy has spent a lot of time in prison already, it won’t bother him. It looks like he was a gang leader in prison, if he goes back, same thing. He won’t be too uncomfortable. It definitely hasn’t gone far in rehabilitating this thug...yeah I called someone a thug who isn’t black...sue me...
His jury will deliberate for 20 minutes, order lunch and walk into the courtroom with a verdict of Guilty.
He will get Life in Prison.
One of James Byrd’s killers admitted he was raped multiple times in prison by black males and thus he had a hatred of them.
No one seems to remember that snippet, or the fact that a year later in the same area the exact same crime happened, but with the races reversed.
I guess that did not warrant new coverage.

If not, what does that have to do with murdering James Byrd?
I threw that out there as a fun fact.
Almost no one knows the nuts and bolts of that story.
