I don’t see any real difference between the two sentences.
Now if the sentence had said,” Dog killed by Glock in Florida City, that would be indicating some sort of bias, as though the Glock itself ‘decided’ to murder somebody’s pet.
SUV’s go through the same subtle blame games.
Dog is the subject of one sentence; even though the dog was shot, not the party doing the shooting (if you shoot a dog, “Man shoots dog” would be the headline.
It’s a method of minimizing the officer’s role instead of placing the burden of responsibility on the officer.

It’s common for any dog to rush to a door to greet a stranger.
99% of individuals deal with it without shooting the dog.

Dogs like children are seen by there owners and parents as capable of doing no wrong.
The US Postal service dosent carry guns. Nor does Fed Ex or UPS. Somehow they manage not killing dogs. What’s up with these cops? Worst case scenario how about mace?
