The Moon is relatively close by, making resupply and crew rotation pretty easy by comparison. Mars won’t have a human colony on it until after a robotic surface colony has had at least a few years to erect the “greenhouse” style structures and grow a few seasons of food for the colonists, as well as for proof of concept.
