George Carlin had a bit where all drivers would be given dart guns. If someone driving did something stupid, you'd shoot a dart at his trunk. When a cop would see someone with three darts on his trunk lid, the cop would pull him over and give him a ticket for being an asshole.
We could turn that idea into a lemon law for bad lawmakers. Voters should get dart guns. Politicians with a few darts would consider it a warning. Any covered with darts would be fired.
