My theory ... Without fission there is no heat or light throughout the universe. Perhaps, dark matter is simply un-ignited fission particles that cooled after creation.

The “dark” in dark matter refers less to the fact that we can’t see it, and more to the fact that we don’t know what it is. Same with dark energy. We see the observed effects, and try to fit it into what we know: that the universe contains one or another form of matter or energy. But as stated, it could just mean a general misunderstanding of the full nature of gravity. Or it could mean a completely different, undiscovered force altogether.

my apology, forgot to add fusion within the universe as heat and light sources though could be all fission generation.

That’s a reasonable theory.

I don’t know what dark matter is, but I’m pretty sure it’s racist.

The need for dark matter comes from the speculation that galaxies don’t have enough mass in them to keep the galaxy together.
How much mass does a tornado have ? How is it able to pick up immense objects ?
Space is full of small dark particles of dust that cannot be detected. We don’t know how much of it there is. Is that some of the missing ‘matter’ ?

What if ... a galaxy is one molecule (for lack of a better term) of one element which comprises all the elements found within that galaxy? Depending on perception based on scope and size are all our measurements accurate only to the point of known perceptions within the local which brained beings occupy and the simplest explanation is each galaxy is comprised of one molecule?

Momentum of the tornado and the surrounding air. Space is mostly vacuum, however, so it's a different problem. Something is holding galaxy clusters together beyond just the gravity created by visible matter, however. We call that "something" dark matter. And that's all we know for now.

The dark matter is between their ears!

I was at a planaterium years ago, and they showed a computer simulation that started at the subatomic level, zoomed out to microscopic, and then out to biological life, and then out again and again, zooming out past our solar system, galaxy, and to the known universe. Then it all zoomed back in again.

It made me think of this verse:
"And he is before all things, and in him all things hold together."
Colossians 1:17

I have a strong dislike for any theory of all matter that requires that “85% of all matter cannot be detected nor created except by exotic theories that only we can decipher, but we know it must be there because our exotic theory says it has to be there, so it has to be there.”
There is more evidence for heaven than “dark matter” and “dark energy” ....

The mind of God. Indeterminable, Indecipherable but full of Beauty, Grace and Love. Perhaps the Universe is the Face of God or maybe God's Hands. Is certain God is larger than the Universe.

You could be right. Dark Matter may one day be looked at the way we now like ok at the convoluted theories trying to explain planetary motion before people figured out the Earth revolved around the Sun.
