Admiral Grace was a Rear Admiral. I remember years back watching a profile of her on 60 minutes. Quite a Lady she was.

I disagree. Politicking really starts at the O-4 level. Not so much in the Coast Guard because of its small officer corps but I still did see some dirtbags get promoted over competent officers.
