CHP tends to be more professional than local PD. Part of it is better selection criteria, part of it is better training, and part of it is they usually deal with a higher class of criminals... just the other day i was reading somewhere that Highway Patrol officers tend to be worse...

Possibly not. On the news tonight, they said police had been getting calls that there was a dog loose on the highway.
