Checking first to find out who owns the place before they take any action. Take action against the wrong family and the inspectors end up in prison and waiting for the sword. Either that or the inspectors are figuring out how much graft they can extort from the owners, if the owners are not properly connected., . .and if the owners don’t have enough cash, well, off to prison and the sword.
