For $150, my parents hired a guy to plow their driveway and the apron every time it snows 4” and after the city plows. They live in the snow belt - Western Michigan with its lake effect snow. Its been a Godsend.
I was surprised to see the mailman early this morning as he dropped a package over the fence onto the concrete walkway.
On the news last night they said the USPS would be working for the next two Sundays delivering packages.
Considering how inconsiderate people are these days, anytime is good. I have two noisy neighbors that do crap like mow their lawns at 9:00pm at night, so I return the favor with 5:00am loud snow blowers.

Folks around here use their snowblowers at whatever time is necessary.
My neighbor’s wife works at a hospital and needs to be there by 6am. She drives a 4-wheel drive Jeep, so picks up fellow workers in bad weather. My neighbor will be out at 5am with his 2-stage snowblower. I’ve never heard of anyone objecting. The city’s snowplows typically come around 5am. Privately contracted snowplows for driveways can be heard any time of night it seems.
There are two differences between winter use of snowblowers and summer use of mowers and leaf blowers. First, mowing and leaf blowing can be done any time of day. They don’t keep a person from going to work. Snow blowing is absolutely necessary for folks to get to jobs. (How else will the city snowplow driver get to work if he doesn’t clear his own driveway first?) And, second, most homeowners have their windows closed during snow blowing weather, so the sound is muffled.
Retire and sleep in!!
Print out this thread and hand it to your neighbors. Invite them to FR so they can express their point of view. And then go blithely about snowblowing when you need to.
In what time zone? There must be something in the ACA that covers your question, but don’t sprain your back or you may be on your own.
Living in Wisconsin I concure with everything you listed.
More snow coming to day so I can keep in good practice.
